Is this truly a citybuilder game or a dressed up version of The Sims?
CotN is a citybuilding game, and that is where the focus lies. The world level adds some interesting goals to attain, challenges to overcome and directions you can follow, and rewards you with resources, luxuries and prestige...but planning and overseeing your city is always center stage.
In each campaign scenario, you build a capital city in one major period of Egyptian history. You can choose from three options in each of the five periods, for 15 possible campaign scenarios; you could play the campaign three times without repeating anything. There are also a number of standalone and sandbox scenarios, and some learning scenarios. Your actions shape the map of Egypt.
Civilization, and your power, ultimately derive from the consent of your people. People are fond of the lives that your leadership enables them to live, but if worse comes to worst they can always go back to hunting and gathering. Egypt is a rich land, and people don't starve. If you want them to build your tombs and die for your glory, you need to provide for them; the higher they rise in society, the more they expect. The Egyptians are not your slaves; you need them -- especially the rich and educated -- as much as they need your skill and ambition. The "Social Worker of the Nile" quip is cute, but it completely misses the point. You thrive if your city thrives, and your city thrives if your citizens thrive.
