Ok. Good news! Those expansions sets do work.
Turns out there was a difference in the what the game installer path was and what the installer path he used.
The game is installed into ""C:\Program Files\Activision\Rome - Total War\"
His path was ""C:\Program Files\Activision\Rome Total War\"
The hyphen and space on either side was missing from the path in the expansion installer files. Once I edited the path to the true one that RTW was installed into by adding the hyphen surrounded by a space between the words "Rome" and "Total" everything worked when I tried it in the game.
You will have to edit the path for both the battle set files and for the menu installer.
He also said that you just need to install the files in Set 3 because it has all the battles from 1 and 2 as well.
I installed it and tried a few of the battles out. He's edited the files so that the units are much larger, 100 men in most cohorts instead of just 40, 50, or 60, etc.

Just be sure to change only the part of the path before the "..\Data\..." section. Everything from "\Data\" onward should probably remain as-is. As his Readme.txt file mentions.

I'm guessing he just reused the same installer and didn't change some of the text during the installer setup. Mine says the same thing.

That may very well be on YOUR system. But I have no idea how many there should be, so that's why I asked for the number. Just so I can check and make sure. In the case I don't need to re-install. So, forgive my bluntness, but HOW MANY do you have in mumber?

All fo the names of the battles included in set 3 are listed in the post at the top of this thread. All you need to do is count them....18.

OK, 18 in addition to those that came with. That was why my asking. I don't remember how many there were before the install as I hadn't checked or used them to this point. So, I'll just add them up and HOPE the number is correct.

The new battles are easy to spot on the list. All the originals start with "The" as in "The Battle of Trebia", etc.
